  • Harry Li is a policy professional at Global Affairs Canada, where he works in the Indo-Pacific Policy Secretariat advancing Canada’s long-term engagement with the region. His work supports the implementation of Canada’s Indo-Pacific Strategy through trade, investment, and supply chain resilience, coordinating across government and international partners through forums such as the G7, APEC, and the OECD.
  • With nearly a decade of experience in international trade policy and foreign affairs, Harry has contributed to Canada’s engagement with key partners across Asia and Europe, managed trade policy instruments under CETA and CUSMA, and developed policy analysis linking economic strategy to broader diplomatic objectives. He has also supported Canada’s participation in major negotiations and initiatives including the CPTPP, IPEF, and WTO-related work.
  • In addition to policy work, Harry played a key role in Canada’s global emergency and consular response operations, including the COVID-19 repatriation of over 43,000 Canadians from more than 100 countries on 400 flights. He also supported government responses to international crises in Afghanistan, Sudan, Haiti, Lebanon/Israel, and Gaza, reinforcing his commitment to service, coordination, and crisis management under pressure.
  • For his contributions, Harry received both the Deputy Minister’s Departmental Award of Excellence (2020) and the Minister of Foreign Affairs Certificate of Appreciation, recognizing his leadership, teamwork, and dedication to public service.
  • Beyond government, Harry contributes to Canada’s international affairs community as Co-Chair of the Asia Pacific Study Group at the Canadian International Council (CIC), fostering dialogue on Canada’s evolving role in the Indo-Pacific.
  • Harry holds an M.A. in Asia Pacific Policy Studies from the University of British Columbia and a B.A. (Hons.) in Global Development Studies and Political Science from Queen’s University. He communicates fluently in English, French, and Mandarin Chinese.
